Add SACC v4 infrastructure with Jenkins pipelines
- Add complete Terraform infrastructure (VPC, EC2, RDS, S3, CloudFront, Route53, Lambda)
- Add Ansible playbooks for server configuration
- Add scripts for environment management
- Add Jenkinsfile for automated deployment pipeline
- Add Jenkinsfile-destroy for environment teardown pipeline
This enables CI/CD automation for SACC v4 infrastructure
